How to troubleshoot non-functioning cooling fan

Have 2002 S-Type 3.0 with 65K miles. Finally getting around to work on the radiator fan issues. Haven't had the fan go on in ages - doesn't turn on when I turn the a/c on high and fan on nor does it come on when the engine is running hot (previous post https://www.jaguarforums.com/forum/s...ng-hot-100086/).
I went ahead and got a replacement fan, shroud, controller and replaced the existing fan. Still fan will not turn on.
I also checked the fuses - the 80A and the 10A fuses in engine compartment are fine (as are the other fuses) - confirmed continuity with multimeter.
Didn't check any relays. The harnesses looks good on the outside, no frayed wires or obvious breaks - haven't checked continuity with meter yet.
I am assuming that since both the A/C (which runs fine otherwise) and the hot engine do not turn the fan on, it must be something that is common to both?
For now I would like to assume that replacement fan, controller are in working order and focus on other areas first.
Any suggestion exactly what/where I should be looking at to narrow down whats broken?
Any help would be appreciated.
