The key to the presence of either or both options is the microphone, not the buttons.
The microphone is located above the driver's head just to the left of the centerline of the car and slightly forward of where the driver's head would be. It is surface mounted and is about an inch long and half an inch in width and height. If you don't find it there, you don't have these options.

There was/is two kind of microphones. One integrated in the overhead moonroof control panel. There were many complaints about voice quality.
The external Bluetooth microphone is most common. If you have the integral mic and want to improve the sound you can plug the external version in. Here is the external one.

I have attached the factory instructions for the Blue tooth install. You will find out that it's expensive and complicated but it has been done.
Also Jaguar Voice is related to the Bluetooth but adds additional parts.

Adding JaguarVoice to an existing nav and BT equipped car will cost about $700 in parts plus about an hour in labor. You'll need to provide your VIN when ordering the parts. As I recall, it was a module and a cable assembly that inserted the module into the car's local area network.
I'm cheap enough that I asked if the car could be restored to it's original state and the JagVoice moved to a new S-Type. I was told "yes"...for the cost of labor to remove and re-install.
