Loose wire near the battery.

Yes. Tape it off so it does not short out.
What we have been told is that is a shipping connection. Apparently the wire has something to do with shutting the battery off when the car was in transit. We had a factory tech explain it once.
Only used until the car arrives at the dealer and the new car prep should have taped back out of the way. This must be true because I can't even find mine at all!
