Low beams Not working.

So ever since i bought the 2003 stype 3.0, i have to turn on the high beams at night because the low beams does not work. It had an aftermarket xenon kit installed then i bought new light bulbs for it but they didnt work. there is no fuse blown. ive been driving now mostly at night and i dont wanna get pull over for my high beams being on all the time or bothering other cars. i am very mechanically inclined as i have done every maintenance on this car im just lost on this and i dont know where to start.
Is there any relay or a hidden fuse somewhere for this?

Your problem is the aftermarket crap someone installed. Take it out and go back to stock. Your second gen S Type had HID's as a factory option. Install those if you must have them.
Who knows what was done to get something the guy thought was "cool".
You will need to do it all yourself because the Jaguar stuff won't help.

How were the aftermarket ones wired in? Are all the fuses and relays present and working? Is there power to the bulbs (I would start here) when the lights are commanded on by the switch? Maybe the aftermarket ones were put in due to the factory ballasts or igniters going bad and it was cheaper to just go aftermarket.

You need to take a look at the 2003 S-Type Electrical Guide. The wiring diagrams etc are all in there.
Contrary to what is written above, the power wire to each bulb is live all the time the ignition switch is in position II or III . The headlight switch completes the circuit by switching the ground on via the front electronic control module.
So with the ignition switch in position II, start at the head light and measure the voltage there and work back, if there is no voltage, to fuse box(passenger side footwell),then back to the trunk where there is a relay.
Follow a similar procedure on the ground side with the ignition switch in position II AND headlamp switch on low beam---starting at the headlamp and work back. The circuit diagrams show all!
In my case I had a broken power wire between the headlamp and the fuse box---and an easy fix. The hard part was figuring out how the circuit works.
