Fuel pressure is fine. Battery is fully charged.
Heres what happened. The car was brought to us to paint. Everything has been maintained and works properly. All we did was unhook the battery because around here we end up with a lot of dead ones so we just disconnect them now. At one point we reconnected the car ran for a couple seconds then cut off. We decided to just push it in and out rather than break something so thats what we did. Now the var is fully painted.snd wont start. The first reconnect of the battery sparked but since then we have reconnected clean multiple times.

If the last time it was run, it only ran for a couple of seconds, there is a high probability that it is flooded. Hold gas pedal to the floor and crank it as much as you can (giving the starter a break frequently), charge it up again and repeat. It took me approximately 50, 10 second cranks to get mine going when I did similar.

I'd suspect that you have a computer that now thinks that you are a thief. If you think about it, the first thing a thief would do to shut the alarm up, would be to disconnect the battery. So the computer's immediate reaction would be to assume that now that the battery is reconnected (& the car has been 'relocated'), that your intentions are nefarious. So it is giving you the 'finger'. If the owner gave you the service key only, then you need to contact the owner who can then 'reset' the alarm system using his remote.
The trick regarding the flatenning of the battery (in Jags, anyway) is don't leave the key in the ignition for extended periods of time. If you do, the computer stays 'active' and consumes enough power to flatten the battery in two or three days. Pull the keys out of the ignition to avoid thius problem. Over the years I have noticed that mechanical workshops (& in particular panel & paint shops) tend to leave the vehicle's keys in the ignition. It never was, in my personal opinion, a good practice but nowadays the on board computers are dishing up punishment to those who do it.
Otherwise you may have to get the dealership to come and reset the computer.
