Please help with fuel delivery issue-03 STR

I bought a 03 str that was hit on the rear passenger side wheel. Has not started since accident. I've spent many hours and have read countless threads I cant seam to find the issue.
here is what i've tried or know so far:
118,000 miles
no fuel at schrader valve
replaced fuel filter
inertia button pressed and tested for power
Brand new battery installed
10 gallons of fresh gas in tank
tested power to fuel pump fuse
relay was tested
replaced driver control module-
PATS working not flashing code
codes prior to battery replacement
p0400
p1646
1165
p1000
c1165
after
p1000 battery replacement
when key is turned on I can hear a pump turn on. While key is on I can hear some kind of sound under dash-kinda sounds like something bumping around from vacuum- not sure- I can take a video if someone thinks that may help to diagnose.
Ive had 3 so called Jaguar mechanics out to try to diagnose. None of them had a conclusive answer. I cant afford to guess whats not working and just throw money at this issue by replacing parts for no reason.
Ive found plenty info on the S type bu not the str which from what I have read has a different fuel system.
Can someone please point me in the right direction.

In your other thread you said the pump did not sound healthy?
It's possible for the pump to run but not push enough fuel up to the test port.
As was suggested above remove the fuel filter and see if any fuel comes out the input to the filter.
Here is one from left field. Years ago I bought a T-Bird (Which I still have 41 years later!!) and had all kinds of problems getting fuel to the carb. I finally dropped the tank and had a look. Someone had stuffed a piece of a neoprene wetsuit in the tank. I think what happened was they did not have a gas cap and stuffed the fuel neck with this rubber stuff as a temporary fix. As you can imagine the car would start then stop or start and run for awhile then die with no fuel in the carb.
With as much time and effort you have into this maybe it's time to drop the tank and make sure it's not got something blocking the pump inlets or maybe you have a collapsed fuel sock??
Of course our cars are well designed and I think you could do a pretty good check by pulling the back seat bottom and then both fuel pump covers. Just be aware you can damage these top tank seals so be careful.
Here are the access ports. Note this is an LS but the S Type is the same.
