Power relays stays on???

Power relays stays on???
Hello again all.... I have S-type 1999 and there is lot of electrics problems...
I have keeped some distance for I while but now I'll start looking Jaguar again, so I have question if there is someone to give a help.
All lights are on (parking lights,driving + fog lights) and those stays on all the time.... non of the controllers "speaks" when AC on and antitheft system is ON.
I found out that all Power Relays (trunk, near battery) are ON all the time and front module + rear module keeps those ON. If I take connectors from both modules off, relays goes OFF too... Those are ground wired thru those modules... there comes 12V all the time from battery.
And I found out that SCP keeps thos relays on so long that it gets last SCP message to the modules and then shuts all off....but mine doesn't do that.
Has anyone any ideas of this?
If I take only one of those to modules out, relays stays active...So I need to take both out, then Relays goes OFF. This is so strange....
