Steering Column Locked
I have a 1999 Jaguar S Type SE. The problem is that on starting up the steering column lock message appears and it won’t start. The handbook suggests turning the wheel while turning the key in ignition. In my case this does not work. The first time this message appeared I disconnected the battery and put it on charge and the next day it worked without incident. On the other occasion the handbook suggestion to turning the steering wheel while turning the ignition did work. However, this does not seem to be the problem.
So far I have tried pulling the fuse for the steering column motors (fuse 19 in passenger fuse box).
I don’t mind if the steering column lock is disabled, preferring to be able to start and use the car.
I would appreciate any help to solve this problem. Especially if others have had this experience and solved it.

I have partially solved the steering column locking by disconnecting it. This is not necessarily a solution or repair. However, I can now drive the car without the inconvenience of it not starting.
It is not a difficult short term fix. If you open the drivers door and while lying on the ground look up beyond the plastic surrounding the bonnet release (inside the car). With the aid of a torch you will see the steering column locking device and there is a wire connector. This will come off after releasing a plastic locking tab (at the top of the wiring connector). It is possible to get to this without removing any dashboard facia or plastic surrounds.
So far there has been no unusual electrical messages. However, importantly, when I disconnected the steering lock it was in the unlocked position and I have not tested doing this if the steering is already locked and not driveable. So if this is an intermittent problem (like mine). It might be wise to do this with the steering unlocked.
Please Note: After posting this partial fix I found that this partial solution only works if you leave the key in the ignition. Once the key is removed the car doesn't start. Not a practical fix at all.
