Sorry but for me there would be no question about it - if the laws in your state allow you to prosecute then I would!
How else are they to learn that breaking the 'rules' in life have real and substantial consequences. Don't mean to offend, but too much liberal approach just doesn't help some peeps.

I've always preached, to not commit any any act you aren't willing to accept the consequences for. He had been in some minor trouble years ago and I made him take the lumps then too. Just so frustrating- and I still need to make the 5 hour drive out there to retrieve my things-- my husband just wants me to write it off, but sentiment-- bad enough I have to write off the jag.
