It's the boost / vacume refrance pipe for the fuel pressure regulator .
Very important it stays on , without it the second fuel pump will not strike up , hence the flat spot . I'm guessing at approximately 3800-4000rpm's.
mine was a little loose too and used a small zip tie around it as a hose clamp.
it's now tight and snug fitting .

Can't be stressed too much: every vacuum hose must be connected and vacuum tight.
