It is about 1/2" to the right of the little vent with the sensor. I think the sensor is for the pasenger side airbag, but I still don't know what the switch is for. I have an 03 STR.

Maybe it turns the neon lights on under the car, or drops an oil slick behind you to aid with getaways?

More seriously though, it could be for a phone kit or given it has there positions it could be for a tuning box (i.e. low, high and off). Check if you have any phone speakers mounted in your footwells. Otherwise if you really need to know what it is for take your centre console out and remove the panel to see were the wires go.
