I second that. Definitely looks like it came off the screen.

No idea how to fix it. I think they are originally bonded onto the electrical connection.

Should you not test that the rear window is not heating up? to make sure that piece powers the heater?

It is a strange construction to take a wire from the front tto the back its easier to to have a wire from the rear fusebox to the rear window

You could probably tape it with clear packing tape or super glue it. Solder? Nah, don't do that.
Is this part from the front or back?

Did you find a corresponding place on the windshield where this tab attaches? As previously mentioned, is it for heating the lower portion of the glass so ice doesn't accumulate at the wipers?

Permatex makes a special conductive adhesive (#21351) for repairing a loose tab on a rear window defroster. I bet it would work for the front, too:

Sounds like your car originally had the heated windshield. It was replaced for reasons unknown, probably a crack. An exact replacement (with heating grid) was not available so a plain windshield was installed instead. If that makes sense, and you're fine without the heating function, you could safety insulate that exposed wire and leave it alone.

What year is your car? If you'd like, I could find a fuse or relay you could remove to make sure the power is removed.
