Default ZF Transmission Fuild Level

I've read all the threads here I could find on this topic.

I drained exactly 4.5 quarts of old fluid from the drain plug. The car sat overnight, but with with the drain plug in. It was not my intention to drain all of the fluid.

Since 4.5 quarts came out, I expected about the same to go back in. I have only been able to add back about 2.5 Quarts back. Any more and it drains out through the fill plug with the fluid temp at less than 30 C.

Why wouldn't it being accepting 4.5 quarts back?
