I assume that when you move the turn signal stalk that the lights don't respond. Contact DrDome a member here and he can provide you with a new turn signal stalk. You should be able to remove the plastic covers behind the steering wheel and unbolt the stalk. It should plug into the mount on the steering column.

It's not very clear to me from your description, but another thought is that the Hi beam relay could be stuck On.
That's R1 in the engine compartment fuse box if yours is a late MY2004, or R15 in the Passenger compartment fuse box if it's an early MY2004.
Easier to check out than the stalk!!

Yes it kept niggling at me last night and i checked this morning. The main beams are controlled by a relay as astromorg stated. I have attached a copy of the fuse boxes for the early 2004. I don't have one for the later MY 2004.
if you have the early 2004 you will find the fuse box under your left knee when sitting in the car. It is easier to access with the change cubby pulled out of the dash.
