Default Headlight start up sequence HID's

Going to try this again under a new Heading.
New to me 2016 with HID's. Posted earlier that they are aimed very low. Attempted to re-aim but they are at the maximum height. When I start the car I only get the headlights briefly move to the right and then back to center. Can anyone tell me if their's do the same or do you get movement in all four directions? from what I can find they are suppose to dip on start up and recenter but before I go to the dealers I am just trying to confirm. I can't recall if my previous F-type did this or if I was just use to the Porsche PDL's that move in all four directions on start up?

Don't have a picture but I adjusted the inner most white hex screw and it does move the cutoff up and down but at the top they are 17 inches at 25 feet instead for the 26-27 they should be.
