Default Ball joint dust shield rubbing/squealing

Back in about March, i did a near complete refresh on my front and rear suspension. It was a bit of an ordeal, but I got it all done and dang it made a huge difference. That being said, there is one little annoyance. On the passenger side, the little thin metal heat shield is just ever so slightly loose (can be turned by hand with little force) and it turns itself with the steering and the top little flap that goes over the pinch bolt for the ball joint gets rubbed against by the axle and lets out a pretty high pitched, noticeable, but not super loud squeal. I can reach around there and move it back into position and it will eliminate the noise, but it will slowly come back as I drive, due to turning. Any ideas on what to do with it?

Can you force the metal shield to stay where you want it to be by "positively locating" it in place with a bit of black roof and gutter silicone?
