Troubleshooting 2017 XE 25t USA: No crank, no start. "SOS not available"
Vehicle specs.
USA. 2017. 60k mi. 4cyl 2.0 gasoline turbo. 25t. Automatic transmission. Push button start.
Main Problem: Car will not crank, nor start.
The car display on the driver dash turns on for 1-2 seconds before the car turns off completely. Brake becomes extremely firm.
Ignition works and stays on. Instrument panel lights up when the start button is pressed without pressing the brake pedal. "THEFT" light display goes away. Check engine light comes on, then goes away. Dash Instrument cluster /electronics/infotainment console/radio will display/play without issue. The driver display reads, "SOS system not available" followed by "Press brake + when starting" when ignition.
Things I have done so far.
From google searches, Potential Jag specific problems? . Telemetric module?

Things I have done so far.
- OBD2 reader has shows no codes.
- Unplugged the battery from the trunk, touch the negative and positive connection ports for 10 seconds and left the battery alone for 10-30 minutes several times before reconnecting.
- Trunk Car battery is fine, terminal connection is fine. Load tested and it has plenty of CCA life left.
- Replaced batteries on both key fobs.
- Fuses are intact. They are fine when I use my multimeter to test.
- With the Ignition on, I pressed and held the "maintenance assistance" for 10 seconds but there are no lights blinking. It looks like it is not responding/dead.
From google searches, Potential Jag specific problems? . Telemetric module?
- Telemetric module: Bad battery voltage. Low/dead battery in Telematics module as a cause of failure? I don't know where this would be in this car (Rear passenger side?).
- Starter motor failure. What is the best way to get access to the starter motor? Below the engine? Through the driver side wheel well?
- Starter motor connection corrosion.
- Gear selector button
- Low Coolant. I have noticed that the coolant level is quite low, maybe it leaked and got onto the connections and caused some shorts/corrosions?

13.04v after charge with Norco 10amp
Starter works fine.
I don't know how else to proceed with this car. At this point I think it is not mechanical and more electrical, and I don't have special software to troubleshoot this.
