Ok now I'm on the same page so to speak. Sorry but my evening forum work not so good with just a mobile and no PC. I will keep the current title for this bi annual event as is for this meet but will look into alternate phraseology or descriptions for the longer term. No problem. Meanwhile I don't have access currently to the JEC info and would appreciate it if someone could copy me the text by pm or email so I can have a look.. I'd appreciate it.. More a branding issue than a putting out the fire thankfully :-) not a problem.. I've added it to my to-do list which still includes obtaining sponsorship for us from JLR :-)

I think it as all bollocks and no git is going to stop me and me chums pottering off to the country for a ploughmans no matter how many of us there are; just thought that I would give you a heads up as your convoy appears to be growing!

'If we find ourselves about to convoy more than twelve cars on the way to a steam fair, I must split them up or inform "The Graham" and the Chief Constable of the County through which we are about to travel. Woe betide any of us who have the audacity to drive in excess of twelve motor carriages on our Queens Highway.

Then there are exceptions to the Law depending on which side of the fence you sit. Presumably these chaps informed their own Chief Constable of their intentions.

Likely that the MSA are behind this I would think as they make a good living out of telling people like us what can and cannot be done, and sadly they have the authority to do so.
12 cars is a starting point for all sorts of restrictive rules such as needing licences to run events .
They even charge to send a letter to you saying that you do not need a licence to run an event should you enquire.
Best to avoid them if at all possible. As you say we are entitled to use the Queens highway, but they even regard treasure hunts as competitive events which need a licence if prizes are given, but as far as I can ascertain giving people a route which they may (rather than must) follow to arrive at some country hostelry for lunch is OK.
I do quite a few 'Classic Car Runs' and they are all run with MSA approval which of course puts up the entry fee without any discernible benefit to the participants as far as I can see.
This topic is one which really needs to be sorted out by the Club so that members organizing runs know where they stand.

Under UK legislation the RAC MSA is the devolved legal authority in control of any non-competitive car event run on UK roads. Typically, many types of car club runs fall within the RAC MSA’s definition of ‘a Touring Assembly’ which is described as:
‘An event organised with the primary object of assembling tourists at a point settled beforehand. In a Touring Assembly a prescribed route may have to be followed. Pre-arranged points may be
provided for in the event’s itinerary but no limits of speed may be laid down, nor any requirement to visit prearranged points, other than a requirement to report at a final point not later than a specified time.’
Needless to say, there is no way any car club can condone non compliance with the law which in this instance can be quite complicated (the definition above is only a partial quote from the rules). The key issue for JEC events is not about 12 cars. All JEC organised non competitive events which are organised and advertised beforehand are covered by the law. On the other hand, if a group of JEC members (eg at a regional meeting) were to meet in a pub and decide there and then to drive to a restaurant, that situation is not governed by the law.
The recent XK8 Forum run in Lincolnshire was run and advertised as an official JEC event and run under RAC MSA rules. It had an exemption certificate which did add to the admin and incurred a small cost. If anyone wants detailed information about how to comply with the rules, please contact me or Graham Searle.

If after reading the regulations (FAQs link below) you believe your proposed event falls under them, here is the process to be followed:

Procedure to Register a Touring Assembly and obtain a Certificate of Exemption

First read the following FAQ document to see if the regulations apply to your event. Please note the time requirements for a successful application, also the fact that there cannot be any competitive element whatsoever or prizes awarded.
RAC MSA definition
A Touring Assembly is an event organised with the primary object of assembling tourists at a point settled beforehand. In a Touring Assembly a prescribed route may have to be followed. Pre-arranged points may be provided for in the event’s itinerary but no limits of speed may be laid down, nor any requirement to visit prearranged points, other than a requirement to report at a final point not later than a specified time. The programme of a Touring Assembly may include additional events (other than speed) provided that they are held only at the place of final assembly. No prize money may be allocated in respect of Touring Assemblies. A Touring Assembly may not give awards of any description, other than those in relation to activities arranged at the finishing point.

From here you will see that you must first contact the Regional Liaison Officer (RLO) closest to the proposed route. A list can be found here: https://www.msauk.org/uploadedfiles/msa ... ls/rlo.pdf

The route can be sent to the RLO in any way that is convenient to you. Examples are 1:50,000 OS map, a descriptive route or you can download a free program called Quo2 from the Mappix website.

Please note that the final route for the event must be the same as that supplied to the RLO. Any subsequent changes must also be authorised by the RLO.

Once the RLO has authorised the route you need to obtain the Certificate of Exemption. This can only be done via the Bristol Office, so apply to Graham Searle providing the following information:

Title of Run
Date
Min/max no of cars taking part
Location (County)
Description e.g. Touring Assembly for JEC members’ Jaguars. The scenic route commences at Gainsborough and finishes with a lunch near Horncastle.
Is Landowners’ permission required?
Are you travelling on restricted highways?
Is Local Authority permission required?
Name of the RLO who authorised the route
Is Highways authorisation required?

Seemingly, like all legal matters, the simple answer you want to hear isn't simple! The RAC MSA has shown that it is capable of issuing serious fines for non compliance so if anyone organises an event which obviously falls within the 'rules' it would be foolish, not to say illegal, to fail to comply. As I mentioned earlier, activities which to use your description, 'involve a few friends with similar interests meeting for a run out and a meal' are not covered by the 'rules' whereas formal, advertised events move up a category and are clearly within the regulations.

That`s what I thought when I tripped over the issue all those years back. What started out as a nice little Sunday morning informal breakfast hook up at a cafe on the Minehead to Watchet coastal road with a few chaps who were JEC members, turned into a quasi official ***** ache.

We got around it by having breakfast and then individually making our way the three miles to Watchet for lunch. Obviously there was no competitive or prize winning element in our scenic jaunt. Just chaps gathering at a couple of different locations for refreshments and a good yarn.

The trouble with today's society is that each time some official body notices that someone is having fun which they themselves are not having, they create a controlling body with a mandate to invoke a form of taxation or monetary collection for that organisation. At least Dick Turpin wore a mask! Then if people kick up we get threatened with fines, arrests, imprisonment or sanctions.'

OK I'm back in front of a decent size screen lol.. Many thanks for the info Steve - I will have a look through everything during the course of today and see what the best way forward is.

I don't have a problem with registration etc if it is required but I believe very firmly that this event should remain free to attend which allows members who might not have the budget, or the inclination to pay an entry fee to attend. Maybe I am anti-establisharian (if that is a real word :-)) but that is my thought currently.

This meet is growing and growing in popularity and what's to not like? .. so I think Ngarara's suggestion will get us through temporarily whilst I come up with a cunning plan.. meanwhile I will do some reading today and as always update everyone as I go, and see what the consensus is.

Currently I contact Brighton & Hove Highways Dept prior to each meet to check on local regulations, inform them of the likely size of the meet and verify that Madiera Drive is open & available - maybe I need to add an additional stage to things...

Meanwhile I have some more people to add to the list too :-)

I know winter is usually a dark grey sort of time of year with plenty of rain, wind, and bad weather leaving us little choice but to hunker down in front of a TV watching archived film clips of our favourite cars on TopGear..

In south-east UK we don't do this - we organise our bi-annual Brighton social run & meet!

This years winter meet is happening on Sunday 7th December - with a social run down from Pease Pottage Services to Madiera Drive, everyone parking up in one huge block of cars, followed by a fixed price big breakfast to set us up for the morning. I am in the process of organising what I can and a full itinery will be listed in the next few weeks including all and any costs there may be.. so you know everything you need to know before the event.

It's a great chance for you to have a break from the Christmas rush and shopping and to have some time with great company, fantastic cars, a mug of tea and something to eat..

Please note that with this being the Winter meet it is open to other marques - with a warm Jaguar welcome for everyone.

In case you are wondering - this will be the third Bi-Annual Brighton meet and the details of the last one can be found here: UK South East Meet Spring/Summer 2014 in Brighton if you want to check it out..Just so you know who has indicated an interest (in no particular order) in attending on the day, so far it looks like this....

grin... you never know :-) But to be honest that is why I didn't join JEC originally - they are a very structured organisation and I prefer the 'family' sort of feel you get here and at a few other Jaguar sites.. I have nothing against JEC - in fact it turns out they are very useful lol but just not my scene - even if that does make me a little bit hippie lol
I have contacted the powers that be, to enquire further about the regulations, procedures and costs and will see what I get back :-) and see what we do next...

I have been busy reading the current legislation (if I can go by the practical law company website) and we currently fall into :

Any event of one of the following descriptions, that is to say:-

a..

b) An event in which no merit is attached to completing the event with the lowest mileage and in which, as respects such part of the event as is held on a public highway, there are no performance tests and no route and competitors are not timed or required to visit the same places, except that they may be required to finish at the same places, except that they may be required to finish at the same place by a specified time ;

c.... d.....

is hereby authorised

which indicates we are OK.. I have also had a look at the MSA website and their primary interest is in competition not a like minded group of people on a day out to the seaside :-)

I may well be missing something here but currently at least, we appear to be fine and avoiding the public event liability insurance, public relations, and event control issues pandoras box. I suspect it will all open up when this event is a few years old and getting bigger than the 30-50 people we manage so far... but that is something to hit when the time comes.

OK guys, I have spent the morning rooting around a number of resources and I believe all is OK - we don't have a fixed, laid out route apart for the A23 going to the outskirts of Brighton, there is no competitive element and in both cases we fall out of what appears to be current legislation..

We now have a social run component to the meet which covers things further still. I am now aware of what I have to come in the next couple of years as this event grows but it's in the future and I'll no doubt sort it when the time comes.

Sooo I am going back to my to-do list and cracking on with making sure they are done in time.. as soon as I know more about what we can organise for the day I will let you know.. I am currently in progress with the itinery, encouraging the autobox specialist to come along, chasing the local newspaper for coverage and trying to organise welcome packs for everyone. The meal deal is organised, Harwoods Jaguar are onboard, Brighton Tourism & Jaguar World Monthly are listing us as an official event, and the list of attendees is growing :-)

OK, *finally* I can put this to bed.. I have the response from MSA in my email and it goes as follows:


Dear Steve,

If the event is non-competitive (such as a touring assembly) and using the public highway, there are no restrictions. If there is a competitive element, even if the competition is on different venues off the public highway & you are just moving from one venue to another – Route Authorisation from this office will be required.

Ok guys, we are all systems go.. I'm still working on things here but we have a great opportunity for anyone wanting a break from the Christmas rush - our Bi-Annual Social Run and Meet!

A chance for some time by the seaside (OK I admit it is winter..) a big breakfast, mug of tea or coffee, some great conversation with like minded company, and a chance to look around Jaguars ranging from a 1968 Mk2 through to the latest Jaguar Supercars and even my 'Classic' X-Type should you want to lol

Currently we have Harwoods Jaguar in attendance on the day and I am working to try to get newspaper coverage and the local AutoBox Specialist to come along and discuss any issues or queries you may have.

If you are undecided - why not come along anyway and get a taste of the event and if you like it you'll only have five months to go until our May event which will without a doubt be even bigger :-)

You know you only need an excuse to clean and polish your car, and to show it off to other like minded people.. why not put your name forward and come along?

The event is close to the pier and not far at all from the city centre shops making it suitable for petrolheads or families.. even if you have a dog, the location is great for walking your dog..

You know this is the perfect excuse for some you and your car time, or your family and car time... why not put your name forward by posting here?

OK today has been a little quieter (I *have* to do some genuine work at work :-)) but I have been following up with The Brighton Argus newspaper and some useful to know companies that I am hoping will want to supply materials for the welcome packs.. I will update you as I go but yet again I'm not holding my breath :-)

Good news - I can confirm that not only will we have Tony from 'Harwoods Jaguar' in attendance with a showroom car, but also Kevin from 'The Automatic Gearbox Centre' will be attending to chat with anyone regarding queries, problems, or just plain curiosity questions about Jaguar Auto Gearboxes. Please make good use of both of them whilst we have them available to us :-)

I was considering looking into if we could get someone from TopGear down for the next meet in May - take things up another level let me know what you guys think OK? ....

Meanwhile we are in the last few weeks countdown to the December meet.. Anyone wondering whether to come along or not, undecided as to if you should - why not sign up for it? We have Harwoods Jaguar bringing a showroom car along, a local automatic gearbox specialist attending to answer any questions or worries you may have about your transmission, fixed price big breakfast plus tea/coffee for just £5, a convoy or 'social run' you can participate in, parking in Madiera Drive at £1 an hour, great company, fantastic cars, and a chance to be in the group photo's of this meet!

What's to not like? Come on, it's that perfect excuse for cleaning your car, actually cruising for just the sake of cruising, and a great day... just pop a post up on here, or email me at stephen.sheldon@solidlinux.co.uk, or p.m. me... but don't miss out on this great break from the Christmas rush!

Still no feedback regarding newspaper coverage so I have spent this morning hitting a number of suppliers of services and products, that we all use, to see what I can do for the Welcome Packs - I know the Welcome Packs were very thin at the last meet and I want to try to ensure that they actually contain items of real interest or use from this meet on.. I'll let you know how I go :-)

as discussed, I hope to have around 30 - 40 forum decals on their way to you shortly, I'll advise if / when they go.

Have you considered the A4 paper for everyones dashboard?
Jaguarforums.com logo, forum member username / name and car details?
