Somebody in Texas able to help?

Gday guys around Chistmas time I purchased a new alloy radiator for my v12 series 3 xj and havent yet recieved any of my parts.
The owner of the company Brian Welker (v12 performance) isnt responding to emails, answering his phone or returning calls!!
I know its alot to ask but i was wondering if there was anybody in the area that may be able to help me out at this stage i'm about $1100 out of pocket.
If someone is able to help please either respond on this or pm me

no I didn't, I paid via PayPal and they wouldn't reverse the charges.
I'm not sure if it came off my credit card or out of my bank account I shall have to look into it!
do you have an ombudsmen (we have consumer affairs in Australia) a state or government organization that'll investigate him?

Paypal is worthless - I use it but always choose a credit card as the payment option. There have been several times I have reversed Paypal charges via the credit card company directly due to fraudulent sales on eBay.
You can write the Texas attorney general's office. If they get enough complaints they might investigate him: https://www.oag.state.tx.us/consumer/complaints.shtml
Since this involved funds over the internet you can also contact the Federal Bureau of Investigation: Internet Crime Complaint Center (IC3) | Home
The chances of recovering any money is very low.

I totally agree as to problems with Pay Pal.
Scary how they set time limits for responses and make vendor favorable decisions.
I was in Europe while I had a dispute going in US .
Sent e-mails stating unable to ship item until returning to US in 7 days.
Pay Pal closed case.
Fortunately I paid with Credit Card , explained to CC Company who back charged
Pay Pal.
Now vendor has to deal directly with me and the CC Company.
Suggest all Pay Pal transactions be handled with E-mails . Time/date all phone calls with account of conversation[s]
Pay Pal one reason to avoid E Bay unless absolutely the last resort.
