I've never dealt with a remanufactured/repaired rim, so I must fully disclose my experience as being zero... they may be just fine.
However I have used non-destructive testing methods on metals, such as dye-pen (florescent dye that enters hairline cracks invisible to the naked eye), and magniflux (using high voltage to create magnetism in a metal object, then running a fluid carrying iron filings over it to disclose areas of stress within the metal itself.)
Those two processes alone taught me to understand that without special training and that type equipment , anyone could hammer out, grind and paint a piece of metal to "look" good, but be quite dangerous to put in service from flaws they did not see or know about.
