Default ABS Light Issue

Hello all. I have a question about a 2003 X-Type I purchased for my daughter a little over a year ago.

When I purchased it the ABS light was on. I own a OTC Genesys scan tool (circa 2007), so during the inspection I read the codes and found that there was an issue with the rear passenger side ABS sensor.

After buying the car, and doing alot of reading here, I ruled out the reluctor ring issue, and eventually I installed a new sensor and cleared the codes. The fault never returned. However, every time after I start the car, the ABS light is off, but as soon as the wheels start turning it pops on. I have NEVER had ABS work on the vehicle. The odd thing is, that when I scan for codes, there are none. I stopped at O'Reilley's and the like who claim they can read ABS codes, but they all come up blank as well.

I would like to get them working, just don't know where to start troubleshooting. It seems like if the light is on, there should be some code. Do you think I just haven't had the right tool to read it?

Any help would be greatly appreciated!

If the light comes on then yes should be a code so I suppose it has to be a tool that isn't reading the code. Or... maybe the thing putting the light on (most likely the cluster) can't talk to the ABS module even though tools can. I'd grab all codes from all modules and hope for clues - likely need an OE tool for that.
