Hello Dave. Welcome to the forum.
Flash codes for the airbag restraint system are listed in the JTIS; unfortunately, "Code 16" is not listed. For each "flash code", there is a corresponding four-digit "body" diagnostic code. I'm not sure if a generic code reader is capable of reading the body codes, but it is certainly worth a try. If all else fails, a Jaguar dealer (and maybe perhaps a Ford dealer) should be able to read and interpret the code.
Since you changed the seats, I suspect the issue is with the side airbags, seat belts, or seat position sensors. As a first level check, I would suggest you verify the electrical connectors to both front seats are properly seated and tightened. It may also be worthwhile to remove both front seats and look them over for possible pinched or damaged wiring. Lastly, if you do remove the seats, remember to disconnect the battery before removing the seat connector.
