That 15.3V voltage reading would be correct for the short period straight after the car has been cranked over especially if engine is cold.
The ECM should then tell the alternator to drop that "boost rate" back after a minute or so to a lower constant charging voltage of 13.6V.
If your charging voltage does not drop back to 13.6V pretty quickly (especially if a hot engine) then you may have a wiring issue with the red/green wire coming out of the 3 pin connector of the alternator.
