I have had the same problem... when you are backing up a hill, the rear tires have very little traction and zero when it is icy.
they will for sure spin right away, the only way to get the front wheels to push the car up the hill is by using the friction of the viscous coupling in the transfer case.
\Jag genius claims that newer cars and many replacement transfer cases have not VC in there at all, so these cars will be stuck in that situation.
If you have a working VC, then you may get some force to the front wheels but if the car is hard to move, it may not get enought force.
I would not over do the spinning.. this will heat up the VC very quickly, and if the car does not move, you might kill it more than it already is.

Hmmm...my car is an 02 which means I have the vc's in my car, I backed up that hill at my parents house with nearly bald tires in reverse so hopefully that is your problem jvegas as my car wouldn't have made it up the hill with just the rear wheels (I also have summer tires on the car they aren't even remotely considered all season tires!)
