Sounds like a problem with the ABS unit. You have replaced the other common components and since it is affecting all 4 wheels, that narrows down what the possible source of the problem is. If you do some looking here on the site, others have had the same issue and you can get a few checks that you can make to help confirm what I am saying.

very easy! your brake booster is the problem ,when you changed the master cylinder theirs a rod in the booster it has 7mm nut on the end
get a friend to push the pedal all the way down
2 = get a needle nose and grab the stem the turn the 7mm nut on the end 3 -4 times in bolt it back together and your done
doooooo not buy a new booster just adjust the one you have the way i told you
