You have to have access to the inside of the bumper cover. The trim pieces have ears that poke through the cover and are held in place by clips that slide through the ears. I just took some off a cover that I had removed from the car, I haven't tried to take them off with the cover on the car.
To try to take them off with the bumper cover on the car you would need to remove the black air dam/protector under the bumper cover. This might give you enough access to remove the clips. The clips all slide off by depressing one side with a flat blade (screw driver or brake tool) as you push/slide them out.
The chrome pieces are plastic so you could try a chrome spray paint with them on the car too. Don't know how well that would work, as I've never tried using a chrome paint.

A quick and inexpensive way to 'chrome' those pieces is chrome 'auto-wrap', a sort of super-mylar film.
Obviously, taking them of, wrapping with the wrap and using a hairdryer or torch to snog them is the best way to do them.
I've haven't looked on e-bay, but I'll wager that pre-cut wraps are readily available...or pre-formed thin stainless pieces may be, as well. Clean the surface, peel off the protective coating on the trim adhesive tape, and push them on!
