Jjones, yes, the bulb sits inside of a housing and if you only broke the glass cover, the bulb will still work.
Unfortunately, to replace the glass portion, you have to replace the whole fog light assembly. Not sure what it runs, but I would probably plan on spending about $100.
To replace, you will first need to remove the black plastic cover that runs under the radiator. IT is held in place with T-27 torx bolts. Once the cover is removed, you will need to remove two 8mm screws that hold the fog light housing in place. The screws are in the 10 and 4 o'clock positions as I recall (possibly the 2 and 8 o'clock positions). From there, you will need to rotate the fog light housing some to free it from the retaining clips. Once you get it out, unplug the light bulb, transfer the bulb over to the new housing and reverse the steps to install. The hardest part of it all is getting the fog light housing to initially rotate. You can use a flat bladed screw driver to gently pry back the retaining clips to get one edge of the fog light housing loose.

Jjones, it isn't hard, it is a matter of getting the front end of the car up high enough that you can stick your head underneath. if you can get the tire up high enough to change it, that should be high enough to do the work you are after. Once you get in there, you will be surprised as to how fast this job will go.
