Jagman, not a problem. I just pass on the information. What you experienced is why a lot of electricians use a multimeter to verify fuses good. Visually they may look fine, but internally they are shot. The other thing you can do is if you don't have a multimeter, take a circuit that works of equal or lower current rating, temporarily put the fuse in question there. If the circuit still works, then the fuse is good. Reinstall the original fuse. If you use a circuit with a higher rated fuse, you may blow the fuse due to making it try to pass too much current and then you have a definite bad fuse.
