Julmau, do your fog lights work? If they do not work also, then you have a power issue upstream of the relay (R15) that controls the high beams/fogs. Could also be the relay. The relay can be proven good/bad by simply swapping that relay for another and seeing if the problem is resolved.
If that doesn't resolve the issue, then you are looking at either a wiring issue between the GEM module and the relay or from the relay out to the high beams. First remove the high beam/fog lamp relay and connect a multimeter to pin #2 inside the fuse box under where the relay was. When you attempt to turn on the high beams, do you get 12 VDC at Pin #2? If no, then this confirms a problem with either the GEM module or the wiring between the GEM module and the fuse fox. If you do get 12 VDC, then do a resistance check from Pin #1 to chassis ground. Do you get less than 5 ohms? If no, then you have a bad ground wire, replace the ground wire. If yes, using a small jumper wire, insert it between Pins #3 and #5. Do the high beams come on now? If no, then this confirms bad wiring between the high beams and the relay. If yes, you have either a bad relay or the clips inside of the fuse box have become worn and are not making good electrical contact.
