The cabin filter is under the plastic cowl under the ws wipers.
TSBs are factory field repair instructions for certain issues found after MY introduction. TSBs can be used as an instruction set for the dealer tech on any car that the TSB addresses, whether it is original owner, under or out of warranty, etc. I'm guessing your real question is whether you have to pay for it or not. If the car still has warranty and it exhibits the conditions described in the TSB it is often covered whether you are the original owner or not. If the car is out of warranty, then you pay, regardless of whether you are the 1st or nth owner.
Some TSBs are related to safety recalls and USUALLY, but not mandatory, the factory will fix a safety issue for free regardless of age, warranty or owner.
Finally, TSBs are seldom mandatory if there are 50 TSBs for a certain MY, you cannot go in and ask to have all 50 TSBs performed, for example.
