seat belt pretensioner without shoulder harnes

My deployed left front seat belts have (2005) have the pretensioner on the floor mounted section and a locking cylinder on the shoulder harness. Both deployed during an accident.
But, I purchased a set of belts from car-parts, but only the floor mounted section has wiring for crash deployment. The shoulder harness section relies on just the pawl engaging when the belt is pulled out quickly.
Did I get a mismatched set of belts?
Or were they like this in earlier years - 2002-2004.5?
