Try some jb weld or plastic repair kit before you invest in a new tank...as for tires keep in mind that from what I've heard the tires need to be the same...do what you can to get them the same or similar tread because it may cost you more if you wear out the drivetrain parts...this is what i've heard...

It is quite unlikely that the tank is leaking, but your investigation will tell.
Do you have headlamp washers? this may be part of the problem, did you happen to wash the windsheild at some point? the first squirt of the washer pumps a lot of juice out on the front bumper.
the bottle is quite hidden, and there are 2 pumps, plus a level sensor in it. all three off these parts are just snapped into the bottle with a rubber ring to seal them.
There is also the array of hoses and connectors. since the leak was seen around the RF, sounds like you need to look around there. There is nothing to see from underneath, and not much to see from the top.
you can take off the wheel liner, and see most of the bottle, but to change the bottle you will need to take off the bumper. I resisted pulling the bumper for a long time then I finally had to for another repair, and it is not a bad or hard job at all.
there are many torx screws, some of mine broke and I needed new ones. just a few dollars.
there is also a 10mm screw behind the fender liner so you will have to pull that off in any case.
It is going to be a time repair and not an expensive one for parts. and unless you know what the part needed is before you start, you might need a second car to get to the dealer.
