I'm assuming "sump" in this context refers to the bottom of your oil drain pan. http://en.wikipedia.org/wiki/Sump
The "sump washer" is just a copper crush washer that attaches to your oil drain plug. Being made of soft metal, it crushes and forms a tight seal as you tighten your oil drain plug. It's recommended that you replace the crush washer every time you do an oil change, since once the metal's deformed, it's hard to get it to seal properly the next time.

A copper washer shouldn't cost more than $2. Often, it's included as part of a replacement oil drain plug, which itself is just a screw and shouldn't cost more than $5. Add the Jaguar parts markup, and maybe the drain plug costsaround $15.A simple option if you can'tfind a washer at a reasonable price would be to just go to your local auto parts or hardware store and get a crush washer that's the appropriate size. There's nothing "special" about crush washers specifically from Jaguar - you just have to make sure the replacement fits the drain plug.
Regarding "cost to replace", there's the parts cost (less than $2 asexplained above), and the labor cost. They have to screw the drain plug back in after changing your oil anyway, so it would be absurd for them to try to charge you extra for the 3 seconds it takes to to slip the washer on before re-installing the plug.

Yeah good one Matt..
If I may add to this..
The X type uses a 13MMdrain plug that has a built in rubberized seal/washer..You will not need a copper or aluminium crush washer like Matt described..
You can get them in the Magnetic tip style to help collect any ferrous metals floating around in the oil or non-magnetic..either one is good for several oil changes..I've got one on mine now that is the same one for the last 4 oil changes..still no leaks..

Dennis, do you know if both the magnetic and non-magnetic drain plugs can be obtainedfrom Jaguar? Are there other suppliers you'd recommend instead? My car's oil was changed during my pre-purchase inspection. I'd like to switch to a magnetic drain plug at the next scheduled oil change.
