Ruben, this fault is saying that the instrument cluster and the ECM are not talking to each other. This can be caused by a bad instrument cluster, a bad ECM, or a bad cable between the two. This is going to be one of those situations where getting a computer hooked up to the car at a dealership/repair shop will tell them a lot of information that you can't get just by looking at the vehicle.
Can you start the vehicle? If no, then I would be looking at something wrong with the ECM (blown fuse, failed ECM, etc). If you have issues with the instrument cluster, then you can probably count on the instrument cluster being bad. As for the cable between the two, short of hand over handing the cable, not much else that can be done without the fancy computer.
As for the P1000 code, that is simply saying that the ECM was not able to complete the diagnostic routine it does upon starting the car. This would tend to lead me to think that the ECM is bad, but again, that is using what you say in the post and may not take into account all the things you are seeing in the car.

The p1000 cade just mean that the car has not been through a complete drive cycle. Have you cleared codes recently? That code will always be present tille it is replaced by the P1100 code. these are universal codes that are typically looked at when an inspection is done on a vehicle in a state which hooks up to the OBD2 connector. If the tester sees the P1000 code it will fail the car because, it cannot be sure that there isnt an emmision related fault that has not been flagged yet.
The 1638 can pop up for numerour reasons. Some of them i would not worry about. If the car runs and does not have and MIL (malfuntion indicator lamps) on then i would ignor the codes and continue to drive the car.
If the instrument cluster (the instrument cluster is the module with the spedo, tach, and indicator lights.... right in front of you every day you drive your car :0) ) was bad you would see odd things like the temp gauge peaking out when the car is obviously not over heating, or you get an inncorrect fule reading, or maybe even some odd mesages on the display (high/low oil pressure)
If the ECM was bad (highly doubtful because the car runs and drives fine..... correct?)
there would be other issues the biggest being the car would not start, or if it did run the car would run like crap.
