Xtpye '03 Lug nut - Is it locking or just regular?
I went this weekend to do some work and needed to get a tire off. All the lug nuts kind of wiggle and when I tried to get them to unscrew like any other car they didn't budge.
The look like regular lug nuts but they jiggle when you touch them. Are these the locking type or did I psych myself out thinking they were?

The factory lug nuts are made from a chromed sheet metal cap formed into shape and then attached over a steel hex nut. The sheet metal will jiggle a bit. Worse, the sheet metal deforms and can cause problems resulting in possibly having to chisel or cut off that sheet metal cover. Here is a thread on the topic:

I strongly urge you not to use the piece of junk lug wrench that came with the car, that ruined a few of my lug nuts.

Once they are off, grab a set of Toyota mag seat lug nutss...get the ones with the zinc plating, not the garbage "stainless steel" ones, which will rust, and swap out the factory nuts. The heads are a bit larger at 21mm, so your factory lug wrench can go, too!
Add a breaker bar and a 21mm socket to your trunk, and you'll be good to go!

I agree. The answer is
Yes. No need for a breaker bar, a torque wrench is your friend.
If the nuts have already been abused you have my sympathy.
A few years ago when having tyres fitted I was initially impressed that the young lad used a torque wrench when refitting the wheels.
I commented and he replied that the boss insisted as a previous customer had left with wheels nuts ( lugs) loose.
He tightened the nuts , I heard the torque wrench click and he continued trying to further tighten the nuts.
I was inclined to attack a couple of nuts with his torque wrench !!!!
And never, ever....did I mention = NEVER, EVER let a knucklehead use an impact wrench on the originals!!
