Lots of threads about this across several Jag models but the bottom line is that there are dozens of factors which will prevent SS from activating, all listed in your Owner Handbook.
The most common reason by far is a battery that is less than optimally charged so the first thing to try is to connect a battery trickle charger / maintainer overnight and see how you go.
It's also possible that if your battery is the original now around five years old it could be on it's last legs and need replacing.
