Blower Motor Stopped Working

Blower Motor Stopped Working
My air conditioning and heater have stopped working. Everything on the dash still lights up the fan just no longer blows . My question is , is it the motor to the fan that no longer works or is it a fuse ?
Issues Leading Up:
• water would collect on passenger floorboard after heavy rain
• when AC or heat was on , you could hear an almost water sound ?
• when it was super cold the fan would make a humming sound
if anyone knows the answer please let me know !
also, is the motor located on the passenger side dash how it is in regular cars ?

Without more info it is very difficult to give advice, but with water getting into the cabin, it sounds like there is a blockage of the drains somewhere on the air inlet passage to the climate control unit, (CCU) . Did you do anything about the water issue you have mentioned ? Eventually water being where water is not supposed to be is going to damage something so is best not left unexamined. I would at least suggest you check the drain tubes in the plenium chamber for the air intake to the CCU, then you may have to go to a shop to check out the blower motor. Unfortunately, I'm not up to speed on the XE arrangement, but I suspect you'll find the motor somewhere at the back of the glove box. It's normally controlled by a module that may have failed itself.
Hopefully somebody more knowledgeable on the XE will respond.

Sounds like that water is either restricting the the fan motor and/or corroding it. Either way the motor is probably getting to hot. On the XKs, the fan module has a little thermal fuse that blows out when it gets too hot. Then the motor won't blow. Not sure on the XEs but you should pop the motor out and check the condition. Then see if you can pop the module out and check that.
Definitely investigate the water ingress ... that is undoubtedly the source of the issue.
