A LOT of money ! So what is wrong with the current engine ? There is a known issue with the timing chain and its mountings and tensioner, corrected in 2019. The parts are backwardly-compatible.

timing chain rattle but that’s only 7months old and cylinder 1 low compression only 115 psi garages say would be just as easy to change engine new and installed around 10k €

Talk about throwing away the baby with the bathwater! Low compression on one cylinder? Holed piston? There's various tests to find out why .... were they done? I'm guessing a valve problem. Timing chain, as already mentioned, fixable. Go to a different mechanic unless there's more information you didn't include.
