Default 2011 XFR Repair??

I am looking to buy a Polaris White 2011 XFR. The car is in pretty good shape, however, according to the CarFax it was in a front end collision. I went to go check out the car today and noticed this on the front driver's side quarter panel. Any idea what this is?? Looks like a cheap repair job to me but I'm not sure from what. Is this anything to be worried about?

Looks like they pulled some decal or badge off but didn't completely remove the adhesive before painting it. Poor craftsmanship. Maybe only a sign of the other repair work they did.

But why would there be those dimples in the paint? Also there was not supposed to be a badge or decal in that spot of the car.

ahh, I took a closer look at your picture.

Looks to me like someone used the pointy side of an auto body Pick & Bumping hammer to tap out a dent.

I'm assuming after they hammered out the dent they failed to sand/fill/sand/primer/sand/spot putty/sand the area before painting.

It also looks like they sprayed a base coat of paint but didn't follow up with clear coat.
