Default Cloudy Headlights

Is it possible to restore the headlights from cloudy to clear?

If you mean the yellowing of the lens on the outside, then yes.
A polishing mop and compound like G10 is what I used on mine, came up a treat.

There are also a number of reconditioning kits you can buy from auto parts stores or on line. Most use a range of wet sandpapers, going from mid level cut to very fine, and then a high gloss sealant you apply at the end. I've used these kits a couple of times and they work very well, you just need time and patience to do it properly - lots and lots of sanding and rubbing and be careful but decisive when applying the sealant as it sets very quickly.
