Does the instrument cluster LCD dim?

Does the instrument cluster LCD dim?
This pertains to the 2008~2011 XFs with the monochrome LCD in the instrument cluster. Does it dim when you dim the cluster lights?
When I adjust brightness of the dashboard lights, the tachnometer, speedometer and needle lights all change in brightness. Even the main (Navigation/HVAC/Radio) LCD in the center console change in in brightness depending on the adjustment made on the brightness roller next to the trunk release/fog light switches. However, the LCD in the instrument cluster is always at full brightness -- which is an eyesore, especially with all the other lights turned down for night driving.
The dealer says that that's the way it is... is he full of it? Or did Jaguar actually make a really stupid design error here?

I know that... the courtesy loaners from the dealership (2012~2013 cars) are that way. But the 12' has the color LCD. It just doesn't make sense to me that the cluster lights will dim, but the cluster LCD won't on the 2008~2011s. If that is indeed true, that's one hell of a retarded engineering decision in the part of Jaguar.

I have a 2009 XF-S diesel, and can confirm that the info panel between the clocks *does* dim when you fiddle with the thumbwheel that dims all the other stuff.
