I've seen two causes of this on my XF. The first as rbobzilla says is that the lens can just get dirty. If you find it on the back of the car under the rear trunk lid, and clean the lens glass, you should find that fixes it. Mine gets very bad in the winter with the salty roads, so I've taken to wiping my finger over it from time to time and that keeps it clean enough.
Second cause may be that there is a brightness/contrast control that adjusts how bright the screen displays. I think it has an 'auto' mode that adjusts based on ambient light and also a day and night mode. I seem to remember you can access it from the menus. Possible that yours is on day mode permanently (and therefore looks too bright in dim light situations)? But I'd try cleaning the camera lens first.

I had the same problem with the rear view camera on my 09 fx s/c premium luxury and I fix it for like 4$ it started like you said a whased out view then it went blue.
