Windscreen washer jet adjustment?

Is it possible to adjust these blade arm mounted jets? It doesn't look like it. I don't get any water onto the lower part of the screen on the driver's side, so it leaves a smear whenever I activate the jets. It looks like they are fixed. I know it is possible to get the dealer to set them to work on the downstroke as well as the up - does this solve the problem? It is a tricky balance - what works when stationary doesn't necessarily work when air flow is considered and vice-versa!...

Only sprays above the wiper blade, no way to direct washer fluid below the wiper blade. Everybody complains about this.
Even if you push the button again it still only sprays above the wiper so that lower part of the screen stays dry.
The UK doesn't get as much dirty spray as many parts of North America, especially our winters. It isn't a priority. Plus, to add insult to injury, the washer jets on mine leak under hard cornering: "no fault found" is the dealer's response.
