Xf 2009 all vents remain open, seems like no power to any of them

Xf 2009 all vents remain open, seems like no power to any of them
I have stripped out the vents as one was broken awaiting part ,however none of the vent rotate to closed, is there separate fuse.
Where does the power come from for them. could the main on off button be at fault.
Any help would be appreciated.
