1999 XJ8 fuse blown causing issues

Hello I need HELP! On my 99 XJ8 the #16 fuse (rear compartment fusebox- left-hand heelboard) keeps on getting blown , not sure what issue may be.
Issues that arise when this happens:
1 - cannot get out of park
2- interior lights dont work
3- steering colunm moves up and down by itself
4- trunk light does not work
**(also noticed before all this happen that light for airbag came on while driving but it went away after a bit...did this a couple of times)
Any Ideas why this fuse maybe shorting out? what should I try? no codes given at all in car.

Look at the wiring harness that is located at the right trunk hinge, it is more than likely has broken wires inside the harness. Separate the wires in the harness loom and give each wire a tug and see if you can feel if any of the wires stretch (probably a broken wire). if you'll take each wire between your fingers and bend it slightly along the length of the hinge area, you'll discover a wire that bends more easily at one point. That's your busted one. Suggest soldering it and heat-shrinking tube the repair."

Here is the information about Fuse #16 in the Rear Compartment Fusebox - Left Hand Heelboard: (taken from 1999 XJ Vehicle Care Handbook):
Electrochromic interior mirror (where fitted),
centre console switchpack, gear selector,
traction control switch illumination, J-gate
mode switch illumination. Pin A9 luggage
compartment fuse box, heated rear window
relay, fuel pump relay, secondary fuel pump
relay (supercharged). Pin A5: feed to fuses 10
& 12 in right-hand heelboard.

Also I extracted the 1999 XJ Wiring Diagram for LH Heelboard Fuse Box showing fuse# 16 plus its various connections to RH Heelboard and Trunk Fuse Boxes:

Wire Connector BT4 is a 54-WAY THROUGH PANEL / GREY connector that is BELOW PARCEL SHELF / TRUNK / REAR BULKHEAD / RH SIDE
For some reason the 1999 XJ Vehicle Care Handbook shows fuse 16 is a 5 amp fuse and the 1999 XJ Electrical Guide shows it as a 10 amp fuse ????

I will check as you suggested as soon as I get home from office.
Last night I took the time to check all other fuses and they were OK. Still no interior lights and cannot get out of ParK (and of course no trunk light either) I did notice a clicking sound coming from the area of glovebox...if I opened it , the sound would stop, closed it and I could hear it again...
Also I did notice when I armed or disarm the alarm system i did not get the usual "chirp" sound it made before... its all very weird!
I will keep posting see if I can resolve this mistery!
