Default Brake pedal

Hi I wanted to know what could cause my brakes sticking on and not releasing as I've got to lift the pedal up with my foot when I'm driving if any help would be great thanks so I know where to look it's on a Jag xj portfolio 2013 model ???

A brake pedal that doesn't come back up means there's low pressure in the brake lines. There are several possible causes including, but not limited to, low or incorrect or contaminated brake fluid, bad brake master cylinder or wheel cylinders, and one or more sticking brake calipers.

When was the last time the brake fluid was flushed and replaced?

Note that every time the brake fluid reservoir is opened, brake fluid is exposed to air, which includes humidity and moisture. That water is absorbed by the brake fluid, thereby contaminating it.

You should have a competent brake technician who is familiar with the Jaguar electronic parking brake inspect your car's brakes.

Is there a return spring on the pedal that holds it up? Or does it purely rely on the hydraulic pressure? I don't know the answer.

There is a return spring on the pedal but unlikely to be the fault. If you can't maintain even braking without the pedal travel changing your brake booster has a vacuum leak. My booster was full of rusty water(!). Disconnect the vacuum hose from the booster, connect a hand operated vacuum pump to the check valve, take it down to -10 to -15psi and see if it holds vacuum. If it slowly changes over a minute or 2 then the booster is likely toast. Obviously do this with the engine off.

A sticking caliper would result in the car pulling to the side of the stuck caliper.

Brake fluid should be a yellowish colour in the reservoir. If it's going a dark colour then it'll need flushing but from what you're describing I'm thinking vacuum leak.
