Because you have a variety of apparently unrelated electrical problems, I suspect that your primary battery is low and needs to be recharged or replaced. Many random electrical gremlins happen when the primary battery begins to fail. Your XJ has two batteries, the large primary battery and the smaller stop-start battery. If your stop-start isn't working, that's a symptom of a low primary battery.
Charge the primary battery with a 10A or better charger until it is at 100%. Use a battery charger, not a battery maintainer like a CTEK that charges slowly. Connect the positive (red) charger clamp to the positive (red) battery terminal and connect the negative (black) charger clamp to a chassis ground. Note that there is a BMS (battery monitoring system) on the negative terminal of the battery. DO NOT connect the negative charger clamp to the negative battery terminal; doing so will damage the BMS! The BMS monitors the rate of charge along with the ECU . When the battery is fully charged let it sit for a couple of hours and measure the voltage, which should be 12.6V or better. If it's not, you need a new AGM battery. Start and run the car and measure the voltage. It should be between 13.5V to 14.2V. If it's not, you have a charging system problem.
If you need a new AGM primary battery, I recently had mine replaced at Pep Boys with a Bosch AGM for $175.99 installed, plus tax, and am very pleased with it.
If your electrical problems are gone, you got lucky with just a low battery. If not, refill your wallet and see your dealer.
