There are only 9 car models being evaluated and some of those are the same, just different model years. They also forgot to invite the Japanese.

Maybe the 2015+ is most reliable European car, but doubt earlier years could win this honor.

Japanese cars don't do well in the luxury market in Europe. It's possible the numbers were too low, out of the sample of 18,000 vehicles.

Just because only the top 9 were listed, it is certainly possible that they weren't the only ones evaluated: or it Is possible that out of 18,000 cars those nine represented the only "luxury" cars. It does seem from reading other results that certain types/makes/nationalities of car weren't deliberately omitted. (I note that Bentley and Rolls Royce are no-shows too!)

Well that is very confusing because they say the old XF is the worst in reliability but it is at 9th on the list. Does this mean that the XF is the worst of the most reliable cars? If so, this is a weird way to say 9th most reliable car.

I believe it is like this :

They sampled 18,000 vehicles. Of those, in the luxury class, there were 9 with enough data to come to a conclusion.

No, not bias, but a survey based on UK-registered vehicles, that's all.

What am I to believe? This ⬆️ or that ⬇️ ? Is Jaguar among the best or worst? At least Jag (Just At Garage) ranks higher than FIAT (Fix It Again Tony) and BMW (Broke My Wallet).

It's possible they're both true. If you pick out the luxury vehicle manufacturers from that list, Jaguar is still looking pretty good. It's possible the difference between the average (119) and Jaguar (159) just reflects the increased complication of the average Jaguar vehicle, vs. an average one.

More likely, it's the difference between the reliability of a single model rather than the reliability of the entire brand.

The actual What Car magazine article had a couple of tables in it at the end:
