Because headlamps are considered an essential safety item, regulatory agencies in most of the developed world require that this circuit be protected by self-healing relays rather than fuses. You could try putting the left headlamp bulb in the right-side assembly to validate its health. If you need a bulb, most manufacturers recommend replacing both sides, for intensity and color issues.

antdavis1911, the headlights are powered via a fuse box. The fuse box in your XJ also has a bunch of electronic relays built into it. So, you have much more than just a simple fuse box like in older cars. Both headlights are powered from this modules which has a dual fuse input. So, if you look at the fuse box inside the passenger compartment (the central junction box) and find fuses "BCM-3" and "BCM-4", those are for both headlights. They are each a 40 amp fuse.
