You didn't post your model and year, so I checked your public profile and found that you have a 2002 Super V8. You're in the X351 (current model XJ) forum. You'll have better luck in the forum for your car.
Sticky can result from various sources, some may be water-soluble and others may need a petrochemical solvent. If water doesn't clean it, be careful to not damage that surface with other cleansers. Check user reviews on Amazon for "automobile interior cleaners".

The kind of non-slip coating used on the plastic trim does wear and break down after a while, leaving a sticky residue that cannot be repaired. I had it on the nav button on my 2010 XJ, and the same on the start button and gear paddles on my F Type. I know neither were cleaned with anything other than occasionally wiped with a clean dry cloth so I think it must be a reaction to oils from my skin. My last phone had a similar sort of non-slip coating on the back case and it too started to degrade around where my fingers held it.
